CPI : Les Nations Unies votent l'immunité américaine

Le Conseil de sécurité des Nations unies a adopté hier une résolution prolongeant pour une nouvelle période de douze mois l'exemption de poursuite devant la Cour pénale internationale dont bénéficient les ressortissants américains. la france, l'Allemagne et la Syrie se sont abstenues lors du vote. La résolution 1487 prolonge pour une nouvelle période de 12 mois cette exemption accordée pour la première fois il y a un an aux ressortissant américains participant à des opérations de maintien de la paix.

James Dobbins et Seth G. Jones se félicitent dans le New York Times de la rentabilité des investissements militaires. Les deux hommes, qui dirigent la Rand Corporation, le think tank du lobby militaro-industriel, affirment que les dépenses pharaoniques du Pentagone ont été largement rémunérées par la prise de contrôle de l'Afghanistan et de l'Irak. Et sur la base de ce juteux business, ils proposent d'investir également dans la reconstruction de nations, sachant que leur savoir-faire ne se limite pas à la guerre et qu'ils peuvent assurer un service après-vente.

Stanley A. Weiss relève pour sa part que le pétrole, loin d'être un atout, est presque toujours une malédiction pour les États qui en possèdent. Dans l'International Herald Tribune, il s'interroge sur la « chance » de l'Irak en la matière. Cependant ce constat objectif le conduit à une conclusion coloniale classique : il faut sauver les Irakiens de la malédiction de leur pétrole en plaçant celui-ci sous tutelle.

John B. Wolfsthal regrette que l'on pourchasse les scientifiques irakiens impliqués dans les programmes d'armement de destruction massive et qu'on les traite comme des criminels alors qu'ils seraient de précieux auxiliaires pour détruire ces armes. Poussant plus loin le raisonnement dans le Los Angeles Times, il propose de veiller à leur réinsertion civile de sorte qu'à l'avenir, ils ne mettent pas leur savoir au profit de groupes terroristes. Il compare cette sollicitude avec celle dont bénéficièrent les savants soviétiques après l'effondrement de l'URSS. Cependant, si le régime de Saddam Hussein était bien un régime criminel, il serait plus juste de comparer cette proposition avec « l'opération Paperclip » par laquelle les États-Unis recyclèrent les savants nazis dans les centres de recherche de leurs propres forces armées.
