Elle sert de colonne vertébrale au spectacle "Dans les villes", composition et mise en scène de Susana Lastreto. L'auteur sera présent au théâtre le mardi 10 août. Ce spectacle ("Dans les villes")se joue dans le cadre de "En compagnie (s) d'été", projet soutenu par la Mairie de Paris et la Mairie du XIVe arrondissement de Paris.

President George W. Bush is taking powerful anti-depressant drugs to control his erratic behavior, depression and paranoia, Capitol Hill Blue has learned.

The prescription drugs, administered by Col. Richard J. Tubb, the White House physician, can impair the President’s mental faculties and decrease both his physical capabilities and his ability to respond to a crisis, administration aides admit privately.

“It’s a double-edged sword,” says one aide. “We can’t have him flying off the handle at the slightest provocation but we also need a President who is alert mentally.” Tubb prescribed the anti-depressants after a clearly-upset Bush stormed off stage on July 8, refusing to answer reporters' questions about his relationship with indicted Enron executive Kenneth J. Lay. “Keep those motherfuckers away from me,” he screamed at an aide backstage. “If you can’t, I’ll find someone who can.”

Bush’s mental stability has become the topic of Washington whispers in recent months. Capitol Hill Blue first reported on June 4 about increasing concern among White House aides over the President’s wide mood swings and obscene outbursts.

The GOP urged some Miami voters to use absentee ballots because touch screens lack a paper trail and cannot 'verify your vote.' That's the same argument Democrats have made but which Bush, his elections director and Republican legislators have repeatedly rejected... The GOP tactic is the reverse of what Bush and state elections experts have said as they have repeatedly opposed Democratic moves, in the Legislature and courts, to require a paper trail on the machines... 'It's an astonishing level of hypocrisy,' said Sharon Lettman-Pacheco of the liberal People for the American Way Foundation, which sued the state seeking to force manual recounts for touch screen machines. After the 2002 primary, between Democratic candidates Janet Reno and Bill McBride, the American Civil Liberties Union of Florida conducted a study that found that 8 percent of votes, or 1,544, were lost on touch-screen machines in 31 precincts in Miami-Dade County... In Dhaka, where tens of thousands of flood victims were growing increasingly desperate for food and clean water, BSS said new areas had been inundated, leaving nearly two-thirds of the city under water. The water has been contaminated by the collapse of the sewer system, putting public health at risk.

Tiago Bittencourt Silva started an ambitious programming project last month: an open-source utility that lets small groups of Internet users communicate through instant messages, video links and audio chat.

Silva's project, called p2pCommunity, is designed to appeal to groups of 2 to 100 people who want to collaborate on writing papers or designing software applications. He's already made a pre-alpha release available at no cost on the SourceForge distribution site.

Thanks to a bizarre move by Congress last week, p2pCommunity and hundreds of similar projects could end up paying taxes to state governments to prop up the antediluvian scheme of running copper wires to rural households for analog phone service.

Existing law imposes those taxes on cellular and landline customers to subsidize rural customers, and state officials are hungrily eyeing the Internet as a rich additional source of untapped revenue.

"Open-source software like mine can't pay any taxes, so the audio chat features of the program may need to be taken off of the program, or the users will need to pay the tax to use it," Silva says.

Depuis des siècles, les San d'Afrique du sud utilisent le «hoodia», un cactus qu'on ne trouve qu'en Afrique australe, comme coupe-faim. Cette plante leur permettait d'endurer de longs voyages à travers le désert... Aujourd'hui, ancrés dans la modernité, les jeunes San l'utilisent volontiers pour surveiller leur poids. Or, en 2001, les San apprennent par hasard qu'un brevet sur le gène producteur du principe actif de ce cactus a été déposé par Phytopharm, ! une compagnie pharmaceutique britannique... Après avoir testé cette substance comme traitement contre l'obésité, elle est apparue efficace... Les droits de commercialisation ont été revendus au géant pharmaceutique américain Pfizer... Marché potentiel : plusieurs milliards de dollars et plusieurs centaines de milliers de dollars prévus en royalties pour les détenteurs du brevet... Pour les San ? Rien !»

«Le cas du hoodia est loin d'être isolé» -ajoute notre confrère... «L'université de Tolède aux Etats-Unis détient deux brevets sur un composé de l'endod, un savonnier cultivé et amélioré par les femmes d'Ethiopie... Un chercheur japonais a déposé un brevet sur la myrrhe d'Egypte»... Autre exemple frappant de ce «brevetage du vivant» : «celui du riz basmati, dont la société américaine RiceTec avait légèrement modifié le génome et ainsi breveté la nouvelle variété, très proche de l'original. Ces produits frelatés représentent dans ce pays «70 % de la consommation nationale»... «Selon une enquête récente de l'Organisation mondiale du commerce dans 7 pays d'Afrique, entre 20 et 90 % des traitements contre le paludisme ne résisteraient pas aux tests de qualité»... Un sujet d'autant plus grave, souligne cet enquêteur, que «les médicaments contrefaits tuent... Ils tuent soit parce que leur composition est nocive ; soit parce qu'ils privent le malade du traitement approprié... A l'échelle internationale, ce trafic pèserait près de 42 milliards d'euros... Soit 10 % des 420 milliards d'euros de médicaments vendus chaque année dans le monde»... Dès lors, «celle que l'on appelle Dora, (patronne de l'agence nigérienne du contrôle sanitaire), a décidé d'attaquer le problème à la source... Autrement dit chez les fabricants clandestins qui exportent leurs produits depuis la Chine ou l'Inde»... LOCKHEED REPORTS 22 PERCENT INCREASE IN QUARTERLY PROFIT

Lockheed Martin Corp., the Pentagon's largest contractor, reported a 22 percent jump in second-quarter profit yesterday on continued growth in its fighter jet and information technology businesses. The growth was linked to "higher military spending as they (the military) gear up and get ready for the wars of the future," said Troy J. Lahr, a defense analyst with investment bank Legg Mason Inc. "We had an outstanding quarter, an outstanding six months, and we're very well positioned in this opportunity-rich environment," Christopher E. Kubasik, chief financial officer, said in an interview.

AUDIT FINDS FRAUD, OTHER ABUSES IN IRAQ CONTRACT AWARDS

In its second report to Congress, the inspector general's office for the occupation authority that ruled Iraq until recently found significant cases of mismanagement, fraud, missing paperwork and manipulation in the awarding of contracts using millions of dollars of U.S. and Iraqi funds.

The Coalition Provisional Authority inspector general audit, to be released today, uncovered cases of abuse by officials of the occupation government. The report does not name names, but the inspector general's office said its work has resulted in 69 criminal investigations. Forty-two have been closed or sent to other investigative agencies and an additional 27 are still open.

According to the report, a high-ranking adviser for the CPA manipulated the contract-award system to bypass the bidding process for a security contract. The $7.2 million award was revoked, a $2.3 million advance payment was returned and the CPA official was fired. A Defense Department civilian who was a coach for an Iraqi amateur sports team was advanced $40,000 cash for expenses to take the team to compete in other countries. But the coach gave the funds to his military assistant, who gambled the money and lost some of it. The missing amount was then written off as a legitimate loss.

The White House today estimated that the government would incur a $445 billion budget deficit for the current fiscal year, a 19 percent increase over last year’s record deficit of $374 billion. Yet administration officials portrayed the report as good news, pointing out that it is well below the $521 billion deficit that the Office of Management and Budget had projected in January. They credited Bush policies they said have strengthened the U.S. economy and generated significantly higher tax revenues.

Democrats largely dismiss the White House’s argument, contending that the administration’s earlier $521 billion estimate had been grossly exaggerated for political purposes so Republicans could claim a big improvement in the deficit shortly before the November election. “The fact of the matter is that the deficit has done nothing but get worse,” said Sen. Kent Conrad of North Dakota, the ranking Democrat on the chamber’s Budget Committee. “It’ll be the biggest deficit we’ve ever had.”

Also found in the vehicle were numerous pages of literature and documents with Arabic printing, court papers said. Some of the items were hidden inside a hollowed-out computer hard drive, the papers said... Wagner was convicted in California in 1988 of lewd and lascivious acts with a child under 14, court documents said."

FBI agents are beginning another round of interviews with Muslims and Arab Americans around the country as part of an effort to root out a possible terrorist attack in the U.S. this summer or fall, civil rights activists and attorneys for some of the people questioned said Saturday. (...)

FBI officials said in announcing the latest set of interviews in May that they would work to ensure that the process would be driven by specific intelligence rather than race or ethnicity. The approach recently was cited by one bureau official as a reason why the interviewing had taken so long to begin.

Deedra Abboud, the director of CAIR's Arizona office, said she met with the FBI in Phoenix on Tuesday after receiving phone calls from people who had been recently approached by the bureau for questioning. The FBI is "really stressing that these people are not under investigation, and that this is just a friendly chat," Abboud said. "We tried to get them to understand they are not having friendly chats with non-Muslims."

That's when the Massachusetts court ruled that it is not a violation of wiretap law for Internet service providers to read e-mail messages that pass through their system. The decision triggered a swift and angry outcry. Privacy advocates were aghast. Big-name ISPs were quick to assure that their privacy policies prevent such snooping. So perhaps it's no surprise that Congress, too, acted quickly, slipping in proposed new legislation before adjourning July 24 for the six-week summer recess.

FCC LAUNCHES INQUIRY INTO VIOLENCE ON TELEVISION

The FCC has issued a Notice of Inquiry (NOI) today to look into the effect of violent television programming and its impact on children (Notice of Inquiry: In the Matter of Violent Television Programming And Its Impact on Children). The reason for the NOI is that the House Commerce Committee basically ordered it (Attacking Violence on Television). Of course, this study comes despite the government-mandated V-Chip, which was supposed to solve the problem, if there was one... This is television in general, not simply broadcast... This is going to be a heck of a report. Just look at what the FCC is asking: The effects of violent programming, how to define it at multiple levels, how to control exposure, etc.
